This message appears when a device is locked in quarantine mode because there is no SIM card in the device or if the service plan on the SIM card does not support your organization’s activation requirements.

Possible solution

Verify that there is a SIM card in the device. Devices that are activated using the work space only option require a service plan that supports work space only activation.
