The BlackBerry Enterprise Service 10 services are not running.

In the Windows Services, verify that all BlackBerry Enterprise Service 10 services are running, including the BES10 - BlackBerry Licensing Service on the licensing server.

The BlackBerry Licensing Service does not need to be running if you or a user wants to activate a device using a SIM license.

Server licenses are not available.

In BlackBerry Management Studio, perform the following actions:

  • Verify that server licenses are available to support the device and features that you want to activate.
  • If necessary, activate server licenses.
